ATIC DHS WiFi Security Project for First Responders
This project is one of several national information technology demonstration grants awarded by the Information Technology and Evaluation Program (ITEP) of the Department of Homeland Security (DHS) in 2004. It is a "proof of concept" to initiate Phase I of securing Wireless Broadband (WiFi) along a 30 mile corridor between Rio Rico and Green Valley, Arizona (see full size image [340k JPEG]). It utilizes existing and new 802.11x access points, strategically placed for rural users, including law enforcement, first responders, or civilians, to obtain broadband connectivity along the corridor. Corridor users will have access while mobile. The long term plan calls for expanding the end-user categories to include private individuals, businesses and organizations along the corridor, who do not have broadband connectivity today.
The Arizona Telecommunications and Information Council (ATIC) is leading the implementation effort for the Award Grantee, the Arizona Division of Emergency Management (ADEM).
The ATIC DHS WiFi Security Project for First Responders is drawing to a successful conclusion with the final report having been recently submitted and the broadband wireless services being put to good use by the project participants.

Meanwhile, Governor Napolitano was invited to preside at the Bi-National Plan Signing and Dispatch Center Ribbon Cutting in Nogales on April 25, 2006 where Mike Keeling and Mark Goldstein along with WI-VOD presented and demonstrated the project.
The end date for the Grant is April 30, 2006, but WI-VOD will continue to provide free services to the participants until June 30, 2006, and ATIC will continue to monitor activity during this period with an eye toward gathering more robust assessment data.
ATIC is proud and pleased to have completed its first major public-private telecom services grant and looks forward to participating in similar projects with its members and partners going forward. More details on the project can be found in the final report and in the User Guide installation document.

Help us out with this project by providing some details about your most recent WiFi experience.
Here are some additional details on the project.
A 30-mile stretch of the CANAMEX Corridor near Mexico will be "secured" as a First Responder WIFI "hot spot" with sufficient access points to enable in-vehicle "WiFi ready" devices moving into and through the area to have mobile access to the Internet or Internet based Virtual Private Networks (VPNs), and with various applications associated with those resources, at broadband (1 Mbps +) speeds.
As a part of this demonstration project, first responder communities including the Arizona Department of Public Safety (DPS), other state agencies, Santa Cruz and Pima county law-enforcement agencies, various fire departments and others will be equipped to take advantage of this mobile "hot spot." Public and private enterprises and especially schools will also have access to this "hot spot." Combining access for public and private interests will allow post-Grant "sustainability" of the project and replication of processes by others.
This project will involve several stakeholders and partners, including:
Time Frame:
The major tasks to be carried out are listed below:
Develop and Refine Conceptual Designs
Develop and refine conceptual designs for providing wireless hot spot availability between designated points in the vicinity of Green Valley and Rio Rico in southern Arizona with mobile access for first responders. This task includes initial activities related to siting and making operational the antennas necessary to provide a wireless corridor targeted to be one mile wide from Green Valley to Rio Rico.
Verify Design, Assign Participants and Establish Evaluation Metrics.
Stakeholders will work with ATIC to verify design, assign participants, establish evaluation metrics and implement reporting and management processes and related activities with stakeholders (e.g., state agencies, first responders and others). ATIC will engage community stakeholders to help ensure viability of the project after the grant expires.
Connect the Middle Mile to Vehicle Access Points.
Extend the connection from the Middle Mile and Internet access to the vehicle access points and identify, make operational and deploy the vehicles to be used as mobile access points.
Add Layered and Scaled Security.
Add layered and scaled security and advanced applications to existing wireless environments. This includes working with the appropriate IT personnel to allow for creation of VPNs if necessary and to provide for interagency communication.
Progress and Final Reports Against Project Goals and Requirements.
Report against project goals and requirements defined by ATIC regarding scalable security, self sustainability (commercial and governmental), system performance and conformance to project schedules and budget.
