ATIC Board Meeting Minutes- June 9, 2004

Galen introduced Brandon Ames of Ames Business & Learning Environments, Inc. (ABLE) who was instrumental in helping ATIC prepare the grant proposal for the CANAMEX Wi-Fi Corridor and will participate in the upcoming Homeland Security grant application by ATIC.
Acceptance of Minutes from Last Meeting
The minutes for the May 12th Board meeting were presented for approval with the addition of the following statement in the section dealing with Jon Poston's presentation:
"Jon requested the ATIC Board to take a position in favor of competition by supporting an FCC action to appeal this decision to the Supreme Court."

Review of Outstanding Action Items
The following item as documented in the May Meeting Minutes was brought up for discussion as a result of Jon Poston's request for ATIC Board action. The discussion focused on whether the Board should submit a statement to the FCC prior to June 15, 2004.
Recently the 5th Circuit Court of Appeals, based in Washington, D.C., upheld major portions of an FCC opinion that refrained from unbundling next generation broadband facilities. The Court also vacated directives in which the FCC had delegated decision-making authority to the state to make impairment findings. The current situation is whether or not the FCC will appeal these findings to the Supreme Court. Three of the five Commissioners wish to appeal, but Michael Powell, the FCC Chairman, wants to accept the Appeals Court decision as final. The deadline for making that decision is June 15, 2004.
After a lengthy discussion, the Board decided not to submit a statement to the FCC position on this issue.
MOTION: To further the health, education, safety, welfare and economic development of Arizona citizens, ATIC fully supports the creation of the Arizona Telecommunications Planning Commission (ATPC) and will work collaboratively with relevant organizations to create the necessary telecommunications critical infrastructure.

Committee Reports
Cyber Security Committee (Jerry Crow, Cindy Donaldson)--
Jerry reported that the Cyber Security Committee will hold its next monthly meeting on Monday, June 14th from 10am-Noon at the EDS Arizona Solution Center, located on the 3rd floor at 2222 West Dunlap Avenue in Phoenix (NE corner of 23rd Avenue and Dunlap - Exit I-17 at Dunlap and go East). Parking is available northeast of the building.
Ms. Melissa Guenther, an independent contractor who has been involved in a wide range of security/Privacy related assignments, will present a "How-To Guide for Security/Privacy Awareness Campaign Changing Organizational Culture through Effective Training, Education, and Awareness."
No meeting is planned for July, and we are open to suggestions for the August meeting.
The Committee is also participating in several InfraGard meetings planned for the near future.

Monthly "General Information" Meetings
The public meeting scheduled for June 10, has been cancelled in lieu of the CCEC ACC Candidates debate to be held a month later on July 13.
Additional public meetings are planned for September 16, and November 18.
Informational Presentations
Marian Kaanon, Planner and Public Relations Coordinator for the Arizona Commission for the Deaf and the Hard of Hearing (ACDHH) gave a very stimulating presentation on the nature and goals of ACDHH. Its mission is to ensure, in partnership with the public and private sector, accessibility for the Deaf and the Hard of Hearing to improve their quality of life. It was established in 1977 and is funded by a Telecommunications Excise Tax.
Among the services provided are a telecommunications relay for all hearing, deaf, hard of hearing and speech impaired Arizona residents; interpreters; a native American task force and a hearing aid coalition.
ACDHH has strived to keep pace with the Arizona's rapidly expanding population by growing its programs and services, but can only continue to do so by ensuring that its portion collected from the Telecommunications Excise Tax is not further decreased. Under ARS § 42-5252, funds are collected through telecommunications service providers' gross proceeds of sales or income. ACDHH currently collects 0.69 percent of this funding source, Poison Control collects .18 percent, and Arizona State Schools for the Deaf and Blind collect .23 percent, for a combined 1.1 percent total.
