Joint Government Affairs/Strategic Planning Committees (Oris Friesen, Mike Keeling, Steve Peters, Kurt Jonckheer)
- Legislative Activity Ð progress report
Mike and Steve reported that the ATIC Broadband Development Authority bill has been abandoned in favor of an Executive branch approach. Members of the Government Affairs and Strategic Planning Committees met with Gil Jimenez and Tom Belshe of the Department of Commerce (DOC) and Galen Updike of the Government Information Technology Agency (GITA) to explore the funding and oversight of telecom infrastructure projects, primarily in rural areas. Agreement in principle was reached to establish a statewide strategic telecommunications organization, fund some initiatives under the Greater Arizona Development Authority (GADA) where appropriate (public ownership only), seek other regional and federal funding sources to enable a broader range of projects to move forward, and begin to address ROW issues at multiple levels.
- Privatization
Mike Keeling reported that the Joint Committee on Capital Review (JCCR) was calendaring privatization for further consideration and action.
- Citizens Clean Election Commission (CCEC) debates
ATIC has been selected to conduct a Primary and General Election debate for the Arizona Corporation Commission (ACC) election on behalf of the Citizens Clean Election Commission (CCEC). An ATIC ACC Debates Committee has been formed and is meeting regularly to plan and produce the two debates. Members of the Committee will be meeting with CCEC staff shortly and exploring venue and TV production partnerships. We will need to submit a revised budget by the end of April and have the venue and major partners in place for the Primary Election Debate by May 3, 2004.

- The Government Affairs Committee is still considering how best to respond to the request from the ACC educational and informational input on the subject of Voice Over Internet Protocol (VOIP) technology. With our limited resources we need to be careful not to dilute our other government related activities. Pending federal legislative, regulatory, and judicial actions, the ACC seems content to take a wait and see attitude for now.

Cyber Security Committee (Jerry Crow, Cindy Donaldson)-- Jerry reported on the outstanding success of our
"Case for Cyber Security in Small Businesses" event held in partnership with the Arizona Cyber Security Alliance on February 24, 2004, at the ASU Downtown Phoenix campus. Oris Friesen provided a written event report that was distributed and reviewed. Over 80 attendees and 15 exhibitors participated in the educational event with engaging, informative presentations and an active exhibitor are. The focus was on bringing small and medium business owners and IT professionals in contact with cyber security education providers and was also webcast using iLinc software.
Jerry reported that Cyber Security meetings had resumed in March and additional meetings are scheduled at Electronic Data Systems (EDS) from 10 a.m. - Noon for April 12 and May 10.

ACC Activities (Tom Campbell) --
Tom reported Qwest rates at the retail and wholesale level that had been under a price cap alternate regulation plan expiring April 1 and which likely will be extended. There are pending Qwest filings and ACC actions on a rate case for pricing flexibility as well as an access charge docket that will likely go on for most of the year. In the meantime, lower access charges will provide an interim solution. Tom also reported on the FCC Triennial Review and issues with unbundled network element availability subject to a recently vacated district court decision and now heading to the Supreme Court.

Arizona Telecom Directory (Ralph Gierish, Brad Tritle, Mark Goldstein --
Mark took an action item to report on ATD web site usage for next month's meeting. The ATD project oversight committee should be reactivated and the project reenergized with the active pursuit of additional telecom vendors, updates, evolution towards mapping outputs.

Monthly "General Information" Meetings
Mark Goldstein reported on the formative agenda for the next ATIC Public Meeting planned for April 15 from 2:00 - 4:00 p.m. to focus on all the high-tech policy activities underway in Arizona. Additional public meetings are planned for June 10, September 16, and November 18.
