Acceptance of Minutes from Last Meeting
The minutes for the November 2003 meeting were presented for approval and approved.

In Memoriam for Bob Case
Mark Goldstein announced that Bob Case passed away unexpectedly in December 2003 while traveling in Europe. Bob will be remembered as the founder and chairman of the original bioindustry cluster within the GSPED organization, and as one of the founders of the Harrington Arthritis Center. He also served as a board member on a number biotechnology organizations, such as Ribomed, Inc., the ASU Computational Biosciences Center and the MCC Bioinformatics Advisory Board; as well as being involved with the Arizona Science Center and its education program, relative to bio-industry and biotechnology. Many ATIC members will remember his service as an officer of the GSPED executive board.

There will be a memorial service at 10 a.m., February 7, at Ascension Lutheran Church, 7100 N. Mockingbird Lane, Paradise Valley, AZ.

Membership Considerations
Mark Goldstein introduced Dr. Sayfe Kiaei to the Board. Dr. Kiaei is a professor at Arizona State University (ASU) and in charge of the Connection One wireless communications project, which focuses on academic-industry liaison activities, as well as of the WinTech research project.

MOTION: To Nominate Dr. Sayfe Kiaei to the ATIC Board. MOVE: Mark Goldstein

Committee Reports
Joint Government Affairs/Strategic Planning Committees (Oris Friesen, Mike Keeling, Steve Peters, Kurt Jonckheer)

This request will be handed over to the Government Affairs and Strategic Planning Committees for future action.

Cyber Security Committee (Jerry Crow, Cindy Donaldson)--
Jerry Crow reported Dr. Salim Hariri of the University of Arizona gave a presentation on the December "Workshop on Critical Infrastructure and Border Protection" that was conducted in Tucson. He also discussed the formation of a university, industry and government Consortium to foster collaborations on Critical Infrastructure Protection and reviewed one of his primary research projects called Autonomic Computing.

There will be no Cyber Security meeting in February in lieu of the "Case for CyberSecurity in Small Businesses" event that is being the same month.

Oris Friesen, Mark Goldstein and Jerry Crow reported on the progress being made concerning the "Case for CyberSecurity in Small Businesses" event. The event will be held on February 24, 2004, at the ASU Downtown Phoenix campus. The focus is on bringing small and medium business owners and IT professionals in contact with cyber security education providers. More details are available in the announcements being distributed with this report.

Telecom Governance Committee (Mike Keeling)
Mike Keeling reported that the committee has not met for some time and is essentially dormant, while action is proceeding on the privatization RFP. It is unclear when the Committee will meet again.

ACC Activities (Tom Campbell) --
A full report will be distributed next month. The primary activity is focused on

  1. The Triennial Review,
  2. The Qwest price regulation plan, mainly for retail, and
  3. The investigation of Qwest regarding the Article 271 Case.

Monthly "General Information" Meetings
Mark Goldstein reported that the next meeting will be the January 27 Special Public Information Meeting dealing with the ATIC broadband legislation.

Next ATIC Board Meeting
The next ATIC Board Meeting will be on February 11, 2004, from 12-2:00 p.m at Lewis & Roca in both Phoenix and Tucson.
