Arizona Gubernatorial Candidates Question 1
What is your vision of the state of the telecommunications industry in Arizona over the next 2 to 4 years, and what can the State of Arizona do to encourage further development of healthy competitive telecommunications markets?

Large scale opportunities may arise from new regulation cutbacks occurring at the Federal level. As this story unfolds, competition between baby bells is due to increase. The Telecom Act of 1996 calling for Bells to lease their lines to rivals for the exchange of being able to provide long distance, hasn't really been given a chance to reshape local service. So today, from California to New York, state regulators are applying the 1996 Act with determination. On the other hand, empirical evidence has shown that sharing networks at below rate prices will discourage capital investment into technology and upgrading broadband networks. I as Governor must seek an optimal balance between sharing and massive fiber optics upgrades.

My vision of the state of the telecommunications industry in Arizona is one of rigorous competition in both the business and residential sectors. I'd like to see several broad-based competitors and a healthy number of niche service providers. I will fight for a regulatory environment that is friendly to new entrants and not unduly burdensome to honest businesses, but that remains capable of adequately protecting consumers against illegal, unethical or predatory business conduct.

Arizona's telecommunication industry and infrastructure have not kept pace with Arizona's explosive growth in other areas. Though there are some bright spots and some successes, much more can be done. With the telecommunications industry in a state of flux, any development must be based on sound business principles and careful strategic planning. The technology upon which the telecomm industry is based is changing, and this change presents great opportunities for Arizona-based entrepreneurs to create new jobs in Arizona.
Competition and open markets lead to innovation and increased productivity. As Governor, I will work with the legislature to foster competition and increased productivity. Where appropriate, I will work with the Corporation Commission to remove barriers to competition or technological advancement.
I also believe that State government can play a leadership role in showing the benefits of technology. The demands of more and more e-Government at every level will also bring new opportunities into the marketplace. As Governor I will work to:
